I'm not an expert on this, but I have had the same problem with air leaking from the rim. When I last bought tires, the store had a machine that polished the rims to stop the air from leaking out. Not every store has this type of machine (I don't know what the "machine" is called) so you may have to check around for a store that provides this service. I'm sure the cost to clean/polish the rim would be fairly low. It beats buying a new rim. Since this was done, I have had no problem with tires going low or flat. Another option, which may raise a red flag with someone, is to put a radial inner tube inside the tire. I hope these ideas help.
