Exactly what do you consider a "cheap" tire. Most of the autochain brand names are actually tires made by brand name companies like Goodyear and Firestone under license. They are every bit as good as the company's own tires, the only difference being the name on the sidewall. Pepboys and Autozone do not have the facilities to manufacture their own tires, they buy it like consumer do from tire companies. However they buy at bulk and so they get it at much lower prices.
If by cheap tires, you mean Kelly Springfield, Hankook, Nitto, Nanking etc then I agree with you.
