97 Civics should come with 185/65R14 tires. If you want to keep the stock wheels and to maintain the overall diameter of the tires, your best bets are 195/60R14 or 205/60R14, which are about 1% smaller and bigger than stock respectively. 215s are probably too wide for the stock 14 inch wheels, and you probably can't find tires of that size.

As for good all-season tires, many recommend the Bridgestone Potenza RE92 or RE930, and Firestone Firehawk SH30, which are high-performance all-season tires. For softer, longer-lasting touring all-seasons, Dunlop D60 A2 is a good bet.
