I'd reccommend going to the Plus 0, 195/60R14 on your Civic. The wider
tread width will increase contact patch and improve traction in wet and
dry conditions. The smaller aspect ratio will reduce sidewall flex and
improve steering response. From a cosmetic perspective, it's almost
un-noticable. The effects on gearing and speedometer are so minor they're
basically insignificant. This is really a pretty standard size upgrade
and a smart way to improve handling and grip without spending a ton of
money.
