VW 98 Passat wheels and tires upgrade to performance

I'am going to buy a 98 VW Passat and use the P195/65R-15H all-season
tires on 6Jx15 steel wheels that come with the car during the snow
winter months of Dec-Feb. The brochure does not name the tire company
that will supply the tires.
What I want to do is leave the original tires on the steel wheels, and
then buy four alloy wheels and four performance tires to use during the
other non-snow months.
I don't drive hard or fast, but I like the feel that the tires are
really holding the road like glue.
Along with extra good dry road grip, I would like the tires to also
have good grip on rain wet roads since this is the only car I will
have and will use it every day.
I drive low mileage, about 10,000 miles a year.
My understanding of what makes the above work became apparent that I
do not know what its all about because I went to a tire store and told
the man that I want to buy for a 98 VW Passat 17 inch wheels and the
Michelin SXMXX3 tires in the widest ones possible that will fit the
wheel wells.
The man said that these are not good rain tires, and that the wider
the tire is, the less wet traction you will get and your braking
ability will be poorer.
help - help - help
I thought all I needed was big wide wheels and high performance low
profile tires.
