yes, this is correctly stated. the large negative offset whether obtained by removing the center and rewelding it or by a manufacturer producing a wheel to obtain the same effect is evident on many cars on the road and the same resulting problem when stress is applied on the bearings and other related components resulting in the wheel appearing to be bent outward in most cases and applying stress on the tire in such a way that is out of the intended engineering principles of the original manufacturers design. so now to further the question, "what effect does this have on the tire?" would this compromise the tire's ability to perform in it's intended capacity? nice try, now we have the question restated and are now still looking for the answer:>)
