With Cost as one of your criteria I would suggestyou check out Firestone Firehawk SS-10
It's a good all around tire with white leter styling. Of course I'm bias as I hold the patent on the design. :-)
You didn't mention your size or speed rating so I had to take a guess that you were not looking for a Z, V or H rated tire.
Remember you should not go with lower speed rating than the OE Mfg recomendation.
