The number of ply in the sidewall is much less significant now than 20 or 30 years ago. There are numerous materials available and what you are seeing is the difference between 1 ply of a stronger, heavier material vs 2 ply of lighter material BUT most likely 2 times the light material is equivalent to 1 ply heavy in strength.
Sometimes you misht get better handling but worse ride with 2 plies but again there are over 20 different materials and compounds used in todays tires so the combinations are infinate. It is impossible to say which is better if all you are comparing is number of plies.
