TIRE SIZE CALCULATIONS....HELP!!!

I currently have 185/65/14 size tires. I was thinking of switching to a different size tire. The closest tires were the 195/60/14 and the 195/65/14. But here's the catch...The 195/60/14 is a -1.1% difference and the 195/65/14 is a +2.2%.

My question...what does the difference tell me? Because the 195/65/14 tire is positive, does it mean it's better than the tire that was in the negative?
