Must I change the wheel rim when upgrading 165R13 tire to 185/70R13 tire?

I have tires 165R13 and want to replace them with 185/70R13. The car's user's guide tells that
165R13 must go with 5.0J*13 wheel rim
185/70R13 must go with 5.5J*13 wheel rim.

A tire dealer told that I don't need to replace a rim.
So who is right?

How to read wheel dimension 5.5J*13?

As far as I understand, the 13 stands for diameter (13 inches).
What stands for 5.5J?
