Speed rating VS handling

Can anyone tell me the pros and cons of going from a 215R60 15V to an H rated tire similar tire. Since I don't drive at 150 mph, why can't I expect superb performance with an H tire at lesser speeds such as a defensive maneuver at freeway speeds?
