TIRES WEARING ONE TREAD HIGH THE OTHER LOW

Hi,

I need some help. I had some Goodrich tires on my 96 Blazer
that have worn funny. When on the front (now rotated to back)
one tread piece was high the next low the next high. I
was told this was hard and soft rubber (on outside edge of
tire tread) The dealorship says no, that it is because
I rotated at 10,000 instead of 6,000. (now standing at 35,000 miles)
It is not out of alignment, and they were properly balanced. (which wouldn't
have caused this type of wear anyway) Can someone please
advise me. I need the dealorship to fix this before
I turn 36,000 miles.
