It almost sounds as if one of the front tires has a belt or sidewall out of round.
An educated guess on my part would be that the initial tire rotation is at fault.

Take the vehicle to a small garage and tell them to rotate the tires, front to back again, to undo the rotation...
You might even ask them to check the "true" of the rims and tire treads. My guess is that at least one is out of round or true.
