Here is what you need to consider with the sizes you have listed.
The 185/60R14 has an overall diameter of apporx. 22.7"
The 195/60R14 has an overall diameter of approx. 23.2"
And the 195/70R14 approx 24.7"
When changing tire sizes on a vehicle there are several factors to consider.
One of which is the overall diameter or tire hieght. Usually you want to try and maintain as close to the original equipment as possible, this is mainly due to clearances within the vehicle (fender well) and calibration of ltems like speedo reading, and on newer vehicles there can also be an impact on the computer for other things it uses revalutions of the tire to calculate. All said, a 195/70R14 is really not a suitable replaceemnt for your OE 185/60R14's, they are 2" taller. Other basics in changing tire sizing from 60 to 70 series could include a loss of vehicle handling dynamics.
