Dunlop D60A2 red dots

I just mounted a set of 215/60/16 Dunlop D60A2's on my Taurus SHO. All four tires have red dots on the sidewalls that don't come off with washing. Anuy ideas on what these dots are for and how to remove them?

Also what is the "JLB" technology these tires advertise?

note-I welcome all E-mail from car buffs.
