BIAS PLY TIRE MFG'S!!!!

I am having trouble finding a manuafacturer of "BIAS PLY tires. Need 14" tires with non-aggressive tread. This is a NON-automotive application. The difficulty is the tires must be new!!! We used to use "BLEMISHED" Radial tires from Michelin. They would slice the sidewall in a couple places which works for our application. Thus the tire was quite cheap... Now the legislation has changed and radials are no longer acceptable. I need to somehow find out the name or names of current Bias Tire Manufacturers as our requirements are in the area of 300-400 tires annually..will take up to 1200 in a single buy.

The only absolute we have is tires must be
"Bias Ply" (not radials), Non-agressive tread
The acutal rim size 14" is prefered, 15"is optional, Space saver spares are even being considered. The profile of the tire is not that critical. We could even use a mixture of different cross sections.
