BIAS PLY TIRE MFG'S!!!! unregistered

I am having trouble finding a manuafacturer of "BIAS PLY tires. Need 14" tires with non-aggressive tread. This is a NON-automotive application. The difficulty is the tires must be new!!! We used to use "BLEMISHED" Radial tires from Michelin. They would slice the sidewall in a couple places which works for our application. Thus the tire was quite cheap... Now the legislation has changed and radials are no longer acceptable. I need to somehow find out the name or names of current Bias Tire Manufacturers as our requirements are in the area of 300-400 tires annually..will take up to 1200 in a single buy. The only absolute we have is tires must be "Bias Ply" (not radials), Non-agressive tread The acutal rim size 14" is prefered, 15"is optional, Space saver spares are even being considered.
