Tire Rack vs. Discount Tire Direct?

I have sent two e-mails to Tire Rack a week ago requesting information and haven't heard anything from them yet. Is that indicative of the quality of their service?

In addition to Tire Rack, I am also considering purchasing my winter tires from Discount Tire Direct and several local tire dealers. One of the local dealers is Discount Tire. Are they connected with Discount Tire Direct, or are the names just the same.

Who installs tires purchased from Tire Rack and Discount Tire Direct? Does it matter whether they are purchased without wheels or purchased with wheels and mounted on them before shipping?
