Need recommendation for tire retailer in NJ that uses torque wrench

I am getting ready to purchase 4 brand new tires, but I would like to know if anybody knows of a retailer in the Northern NJ area that properly mounts tires with a TORQUE WRENCH. The last set of tires I purchased were put on with an air ratchet, and could not be removed when I had a flat tire. IS there a retailer that has qualified technicians that can take the time and mount the tires "by the book"? I am willing to pay a premium for quality service.
