Replacement Tires for neon

My wifes plymouth Neon (1997) front tires are running a little thin.
IThey are 185.65/14 Goddyear Eagle Ga's on at the moment.
We live in Toronto and it tends to get a little snowy, slushy and wet at times
and I have not been that impressed with the eagles especially at heir price.

Does anyone have any other suggestions, wet and slush/snow all season tires
forget performance and noise etc.
