Does anybody know of any standards on time limit and mileage driven for replacement of tire for company vehicles?

What I know is tires are replaced based on "condition" monitoring based on physical condition, remaining depth of tire groove.

I have heard it said by tire engineers that 5-6 years is best and 3/32 remaining.
I believe in Europe where they take tires and driving seriously there are laws about the max age of tires. Not sure of exact time but believe it is less than 7 years.
